What Does Nearshore From Serbia Mean for a UK Company?
It means engineers in Belgrade who work close to your hours and your tools. StepTo is a team of 15-20 engineers in Belgrade, Serbia, founded in 2014, on Central European Time, one hour ahead of the UK all year. StepTo engineers start 2-4 weeks after the first call, from $4,500 per developer per month.
Nearshore software development means hiring engineers in a nearby country who work in or near your business hours, instead of an offshore team in a distant time zone. This page answers the questions UK buyers ask that most vendor pages skip: the time difference, what it costs, how UK GDPR applies when your developers are outside the UK, what IR35 does and does not cover, and who owns the code.
The UK facts below come from gov.uk, HMRC, the ICO and the Office for National Statistics, and were checked on 20 October 2026. They are information, not legal or tax advice. For a general overview of nearshore development for European buyers, see the nearshore development page, and for how nearshore compares with offshore, the nearshore vs offshore guide.
How Does a One-Hour Time Difference Work for a UK Team?
Belgrade is one hour ahead of London all year, so a StepTo team works almost the same clock as yours. Both countries change their clocks on the same days, so the gap never widens.
gov.uk says UK clocks go forward one hour on the last Sunday in March and back one hour on the last Sunday in October, so the UK is on GMT in winter and BST in summer. Serbia follows the same European Union daylight-saving rule on Central European Time, according to the IANA time zone database. The result is a constant one-hour difference between London and Belgrade.
If you want to meet in person, Wizz Air lists direct flights from London Luton to Belgrade of roughly 2.5 to 3 hours (checked 20 October 2026).
How Much Does a Serbian Nearshore Team Cost Compared With UK Hiring?
StepTo's rate card is $25-85 per hour by seniority (junior $25-35, mid $35-45, senior $50-65, lead $65-85), and its engagements save 36-51% against Western Europe and the US. StepTo prices in US dollars only.
Staff augmentation starts at $4,500 per developer per month with a 3-month minimum and is billed weekly. A dedicated team of three starts at $13,500 per month, billed monthly. Project work and MVPs start at $9,000. Full terms are on the pricing page.
UK reference points (market data, not StepTo prices, as at 20 October 2026)
- The Office for National Statistics (ASHE 2025, provisional, table 14.7a in the downloadable dataset) puts median gross annual pay for full-time employees in the occupation "Programmers and software development professionals" at £56,914. This is employee pay, not an employer's total cost.
- ITJobsWatch reports a median advertised Software Developer contract daily rate of £525 in the UK over the six months to 20 October 2026. These are advertised rates, not signed contracts.
The two figures measure different things and use a different currency from StepTo's dollar card, so they are shown as context and not converted or compared line by line. For StepTo's own numbers against other options, use the cost calculator.
Which Engagement Model Fits a UK Company?
Pick staff augmentation if you have a tech lead and need individual engineers, a dedicated team if you want a unit that owns a product area, and project work if you have a defined scope. All three start 2-4 weeks after the first call.
| Model | Starting price | Fits when |
|---|---|---|
| Staff augmentation | From $4,500 per developer per month | You have a tech lead and want individual engineers inside your own team, tools and sprints. See staff augmentation |
| Dedicated team | From $13,500 per month for a team of three | You want a team that owns a product area and is steered through its own lead. See dedicated teams |
| Project work | From $9,000 | You have a defined scope, such as an MVP or a rebuild, and want it delivered end to end. See pricing |
- Start: engineers join 2-4 weeks after the first call.
- Trial: the first two weeks are a paid trial on real work.
- Replacement: free replacement if an engineer is not the right fit within the first 30 days.
- Notice: 30 days' notice to end an engagement.
How Does UK GDPR Apply When Your Developers Are in Serbia?
Serbia is not on the UK's list of adequacy regulations as at 20 October 2026, so if your project gives a Belgrade team access to personal data, the ICO says that transfer needs appropriate safeguards or an exception. This is information, not legal advice.
The ICO's adequacy list and the UK government's list did not include Serbia when checked on 20 October 2026. The ICO's guide to international transfers treats making personal information accessible to a separate organisation outside the UK as a transfer, and says every restricted transfer must be covered by adequacy regulations, appropriate safeguards or an exception.
For safeguards, the ICO has issued two sets of standard data protection clauses: the International Data Transfer Agreement (IDTA) and the UK Addendum to the EU standard contractual clauses. The ICO also says that if you rely on a safeguard you must complete a transfer risk assessment, and that it plans to update the IDTA and the Addendum during 2026.
Serbia has its own Law on Personal Data Protection (Official Gazette of the Republic of Serbia No. 87/2018), supervised by an independent Commissioner, as described in the Commissioner's own 2020 report. It does not replace your own UK GDPR obligations. Check the current ICO list before you sign anything, and take advice from your own data protection adviser.
Is IR35 a Concern When You Work With a Serbian Team?
Whether IR35 applies depends on how the people are contracted, treated and paid, so it is a question for you and your own adviser. HMRC describes the rules as applying where a worker provides services to a client through their own intermediary, usually a limited company. This is information, not tax advice.
HMRC's guidance on the off-payroll working rules says they apply if a worker provides their services through their own intermediary. HMRC's help-to-comply guidance adds that if a worker is contracted, treated and paid as an employee of an umbrella company, agency or other supplier, the client has no client responsibilities under the rules.
HMRC also cautions that a labour supply contract should not simply be relabelled as a managed service, so the outcome turns on the facts of the arrangement and not on what the contract calls it. StepTo does not give tax or employment status advice: raise it on the first call, then take your own advice before you sign.
Who Owns the Code a Nearshore Team Writes for a UK Company?
In UK law the person who creates a work is generally its first owner unless the contract says otherwise, and an assignment of copyright must be in writing, so put the intellectual property terms in the contract. This is information, not legal advice.
The UK Intellectual Property Office says that for commissioned work the first legal owner of copyright is the person or organisation that created it, not the commissioner, unless you agree otherwise in writing. Section 90(3) of the Copyright, Designs and Patents Act 1988 says an assignment of copyright is not effective unless it is in writing and signed by or on behalf of the assignor. Have your own adviser check the intellectual property terms of any supplier contract.

Is Serbia on the UK adequacy list for UK GDPR transfers?
Not as at 20 October 2026. Serbia does not appear on the ICO's list of countries covered by UK adequacy regulations. The ICO says a restricted transfer that adequacy regulations do not cover must rely on appropriate safeguards, such as the ICO's International Data Transfer Agreement or the UK Addendum to the EU standard contractual clauses, or on an exception. This is information, not legal advice, so check the current ICO list and take advice from your own data protection adviser.
Does IR35 apply if we work with a Serbian team?
It depends on the facts of the arrangement and on how the people are contracted, treated and paid, so it is a question for you and your own adviser. HMRC describes the off-payroll working rules, known as IR35, as applying where a worker provides services to a client through their own intermediary, usually a limited company. This is information, not tax advice.
Who owns the code a nearshore team writes for a UK company?
In UK law the person who creates a work is generally its first owner unless the contract says otherwise, and an assignment of copyright must be in writing. Put the intellectual property terms in the contract and have your own adviser check them.
What if an engineer is not the right fit?
If an engineer is not the right fit within the first 30 days, StepTo replaces them at no extra cost. Combined with the two-week paid trial, you can judge the work on real tasks before committing.
Should a UK company choose staff augmentation or a dedicated team?
Choose staff augmentation if you already have a tech lead and want engineers inside your own team and sprints. Choose a dedicated team if you want a unit that owns a product area and is steered through its own lead. Both start in 2-4 weeks after the first call, and both are covered by the same two-week paid trial and 30-day free replacement.
