That range is why a ranking would be the wrong instrument. The useful question is not which company is best, but which company is best for which buyer, and the honest answers diverge sharply: some of the buyers below should not talk to StepTo at all, and the entries say so. Devtech was founded in 2012 and is headquartered in London, with offices publicly listed in London, San Francisco, Toronto, Belgrade and Novi Sad. Its headcount is reported at roughly 200 people, and it serves customers in more than 20 countries.
Its specialism is cloud enablement and channel and marketplace enablement for Telcos, CSPs, ISVs and MSPs, including Teams-as-a-Service. That specialism is the thing to settle first, because it decides most shortlists on its own: it is a narrower and deeper capability than general product engineering, and firms that have it are not interchangeable with firms that do not.
Best for: an ISV being onboarded to a hyperscaler marketplace, a CSP building out channel enablement, and buyers whose procurement requires the contracting counterparty to sit in a UK or North American jurisdiction rather than in Serbia.

That combined range is genuinely uncommon. Very few suppliers anywhere can carry a programme that has hardware, product design and software inside the same scope, and fewer still can do it under the governance that regulated industries require.
Best for: programmes that span hardware and software, deep work in regulated verticals, and buyers who need several sites staffed at once rather than a single team.

That structure is the point of it for many buyers. The commercial relationship, the contract and the escalation path sit with a Netherlands-headquartered company, while the engineering capacity sits in Serbia. For a European buyer whose legal and procurement teams would rather contract inside the EU, that split is a feature rather than a compromise.
Best for: buyers who want an EU contracting entity, and specifically a Dutch one, with substantial Serbian delivery capacity behind it.

It also states 200+ completed projects and 50+ active in a year.
Sources disagree on its founding year, so this page does not state one. The figures above are the ones Quantox publishes about itself.
Best for: absorbing a requirement that arrives large or arrives suddenly, where a small supplier would simply run out of people, and for delivery that has to be staffed from more than one country.

Symphony was founded in 2007 and states 800+ experts worldwide across four continents. It describes its footprint as engineering hubs in Southeast Europe and LatAm plus consulting centres in Western Europe and the US, and Belgrade is one of its engineering hubs.
The consulting-plus-engineering split is what distinguishes it here. A buyer gets a senior counterpart inside their own timezone and business culture, with the engineering capacity carried elsewhere, which is a different proposition from buying engineering capacity on its own.
Best for: buyers who want a consulting presence in the US or Western Europe sitting alongside offshore engineering capacity, under one supplier.

That is worth stating plainly rather than in a footnote, because it is the single most important thing to know when reading a comparison. The response to it here is structural: the list is alphabetical, so StepTo sits fifth rather than first; there are no scores and no winner; and StepTo's own entry names the two kinds of buyer it cannot serve, who are pointed at the larger firms above it.
Every figure comes from each company's own public statements, including headcounts, office and delivery-centre counts, country counts, client counts and project counts. Where a company states a figure about itself, this page says "states"; where the figure comes from third-party reporting, it says "reportedly" or "reported at". Nothing here has been confirmed directly with the companies, and none of it is a measurement StepTo has taken.
Where sources conflict, the figure is omitted rather than guessed. Quantox is the clearest example: public sources disagree on its founding year, so this page states none. The same rule applies to anything else that could not be traced back to a public statement by the company itself.
Companies without engineering operations in Serbia were excluded, no matter how often they appear on regional shortlists. A supplier delivering from Poland, Romania, Moldova or Latin America, with no engineering operations in Serbia, may be the right answer to a nearshore question, but it is not an answer to a question about Serbian companies.

Which of these companies publishes its prices?
Only StepTo, at $25-85/hr by seniority and $15K-25K/month for three engineers. The other six price per engagement and do not publish standard rates, which is the ordinary and defensible approach for firms whose engagements differ widely in shape: a company running programmes across a dozen countries genuinely cannot reduce that to one number on a page. The practical consequence for a buyer is that six of the seven budgets start with a quote cycle.

Why is a company with no Serbian presence not on this list?
Because the question this page answers is which software development companies have engineering operations in Serbia. Suppliers that deliver from Poland, Romania, Moldova or Latin America without engineering operations in Serbia may be excellent, and may well belong on a nearshore shortlist, but they do not belong in an answer about Serbian companies.
