Software Development Cost Estimate: Projects from $9,000
StepTo projects start from $9,000; beyond that floor the cost follows team size, months and complexity. The cards below show what this calculator returns for six typical project shapes on StepTo's published rates, with the inputs named on each card. They are planning figures, not quotes: StepTo's own prices and terms are on the IT outsourcing price list, and the market rates behind them are compared region by region in the software outsourcing cost analysis.
MVP / Prototype
1–2 developers, 1–3 months, simple rate of $4,500 per developer-month, 0.8× factor. StepTo projects start from $9,000.
Web App / SaaS
3–5 developers, 6–12 months, medium rate of $6,500, 1.0× factor, QA and DevOps added (+30%). The worked example below.
Mobile App (iOS + Android)
3–5 developers, 3–6 months, medium rate of $6,500, 1.1× factor.
AI / ML Product
3–5 developers, 6–12 months, complex rate of $9,000, 1.35× factor.
E-commerce Platform
3–5 developers, 3–6 months, medium rate of $6,500, 1.1× factor.
Enterprise System
6–10 developers, 6–12 months, enterprise rate of $12,000, 1.15× factor.
Each StepTo range is the formula result for the stated inputs, shown as the calculator shows it: 10% below to 10% above. The Western Europe figure applies the calculator's fixed 2.5× assumption to the formula result, which is why every card shows the same ratio; see the limits of the estimate below. StepTo's own savings against Western European and US in-house costs are 36-51%, worked through in the four-engineer worked example.

How to Estimate Software Development Cost: How This Calculator Works
Estimates here are built on real rate data from 10+ years of nearshore software delivery. The whole estimate is one line of arithmetic on StepTo's published rates, and nothing in it is hidden:
Estimate = monthly rate per developer × team size × months × (1 + 0.15 × extra services) × project-type factor
Complexity-based developer rates
Complexity sets StepTo's blended monthly rate per developer, following the seniority mix your project needs: $4,500/month for simple projects (junior/mid mix), $6,500/month for medium complexity (mid/senior), $9,000/month for complex systems (senior), and $12,000/month for enterprise-grade work (senior/lead).
Team size × duration
StepTo's formula scales cost linearly with team size and project duration. A 4-developer team for 9 months at $6,500/month per developer = $234,000 base cost before adjustments.
Project type multiplier
Some project types require higher-seniority specialists. AI/ML projects carry a 1.35× multiplier in StepTo's calculator (AI engineers command premium rates). MVPs use a 0.8× factor (focused scope, faster execution). Every factor is listed in the table below.
Services overhead
In StepTo's formula, each specialist service beyond core development (DevOps, QA, UI/UX, PM) adds 15% to the base, reflecting the additional headcount and coordination overhead.
±10% display range
The result is shown as a range, low = −10% and high = +10% of the formula result, to leave room for scope variations and requirement refinement during discovery. StepTo's calculator uses the same band for every input: it is a display convention, not a measured accuracy.
| Complexity | Seniority mix | Rate |
|---|---|---|
| Simple | junior/mid mix | $4,500 per month |
| Medium | mid/senior mix | $6,500 per month |
| Complex | senior | $9,000 per month |
| Enterprise | senior/lead | $12,000 per month |
| Project type | Factor |
|---|---|
| MVP / Prototype | 0.8× |
| API / Backend | 0.85× |
| Web App / SaaS | 1.0× |
| Mobile App | 1.1× |
| E-commerce | 1.1× |
| Enterprise / ERP | 1.15× |
| Digital Transformation | 1.2× |
| AI / ML / Automation | 1.35× |
| Your answer | Value used |
|---|---|
| Team size 1–2 / 3–5 / 6–10 / 11+ | 1.5 / 4 / 8 / 14 developers |
| Timeline 1–3 / 3–6 / 6–12 / 12+ months | 2 / 4.5 / 9 / 18 months |
| Each extra service (mobile, DevOps, QA, UI/UX, AI/ML, PM) | +15% on the base |
Worked Example of the Formula
Take a medium-complexity SaaS product with 3–5 developers over 6–12 months, and QA and DevOps on top of frontend and backend. The base is $6,500 × 4 developers × 9 months = $234,000. Two extra services add 30%, giving $304,200, and the Web App / SaaS factor of 1.0× leaves it there.
StepTo's calculator therefore shows $273,780–$334,620, an average monthly burn of $33,800, and a Western Europe comparison of $760,500. That last line is an assumption, not a measurement; the limits section below explains what it assumes.
What Drives Software Development Cost?
Seniority and complexity. The rate per developer-month is the biggest single input: the calculator's enterprise rate ($12,000) is 2.7 times its simple-project rate ($4,500), because complex and regulated systems need senior engineers and leads rather than a junior/mid mix.
Team size and duration. Cost scales linearly with both, so doubling either doubles the estimate. In StepTo's experience, adding people shortens a schedule by less than it adds cost, so a bigger team for fewer months is rarely the cheaper plan.
Project type and extra disciplines. Project type moves the estimate between 0.8× for a focused MVP and 1.35× for AI/ML work, which needs scarcer specialists. Each discipline beyond core development adds 15%, so a project with QA, DevOps, UI/UX and project management costs 60% more than frontend and backend alone.
Where the team sits. Location changes the hourly rate more than anything else. Accelerance's survey of outsourcing firms (as of November 2025) puts senior developers at $31–41 an hour in Asia, $60–75 in Latin America and $64–76 in Europe, and Eurostat puts an hour of an employee's time in the information and communication sector at €58.5 in Germany and €28.2 in Serbia (2025). The region-by-region breakdown, with sources on every row, is in the software development outsourcing cost analysis.
How Should You Use Your Estimate?
- Size a budget range, then test shapes. Re-run the wizard with a smaller senior team against a larger mid-level one, or a shorter timeline against a longer one, and compare the ranges before you commit to a plan.
- Add what the estimate leaves out. Cloud infrastructure, third-party licences, domains and hosting are excluded because they vary too much by project.
- Add a hidden-cost buffer. StepTo's rule of thumb from its own engagements is 15–25% on top of any quote for management time, onboarding and rework; each item is broken down in the guide to the hidden costs of outsourcing.
- Compare it with hiring in-house. A median US software developer costs about $93 an hour in wages and benefits: the BLS median wage of $135,980 (May 2025) plus benefits, which make up 30.1% of private-industry compensation, before recruiting, equipment and office.
- Turn it into a quote. Describe the project in the wizard's last step and StepTo sends an itemised proposal with a recommended team, timeline and cost breakdown, or see the full rate card on the StepTo pricing page.
What Are the Limits of This Estimate?
- The ±10% band is fixed. It is the same for every answer, so it says nothing about how well defined your project is. Early-stage ideas can move by more than that once discovery starts.
- Answers are rounded to midpoints. "3–5 developers" counts as 4 and "6–12 months" as 9, so a project at either edge of a band will cost less or more than the midpoint suggests.
- Seniority is implied, not chosen. The complexity answer sets one blended rate for the whole team; a real team mixes rates by role.
- The Western Europe line is an assumption. It is a fixed 2.5 times the StepTo estimate, StepTo's own assumption rather than a measured figure. As a reference point, Eurostat's 2025 hourly labour cost in the information and communication sector is 2.1 times as high in Germany (€58.5) as in Serbia (€28.2); vendor margins and overheads widen or narrow that gap.
- It prices a StepTo team only. Other vendors bill different rates, and the estimate leaves out third-party costs, travel and hidden costs. It is a planning figure, not a quote.
What Do Software Developers Cost by Region?
Where the team sits drives the hourly rate more than any other input. The table sets StepTo's own card beside what outsourcing firms bill by region. For DACH and other European buyers, Belgrade is nearshore: the same CET working day. For US buyers it is an offshore, Eastern European option with 3–4 hours of US East Coast overlap.
| Who | Junior | Senior | Source |
|---|---|---|---|
| StepTo, Belgrade (own rate card) | $25–35/hr | $50–65/hr, leads $65–85/hr | StepTo pricing |
| Europe, outsourcing firms | $31–39/hr | $64–76/hr | Accelerance survey, Nov 2025 |
| Latin America, outsourcing firms | $33–45/hr | $60–75/hr | Accelerance survey, Nov 2025 |
| Asia, outsourcing firms | $24–31/hr | $31–41/hr | Accelerance survey, Nov 2025 |
Vendor rates are what a firm bills per hour, as of November 2025. For an in-house comparison, a median US software developer costs about $93 an hour in wages and benefits (BLS median wage of $135,980, May 2025, plus benefits at 30.1% of private-industry compensation). The full sourced tables, hidden costs and a worked example are in the cost of outsourcing software development guide.
What Do People Ask About Software Development Costs?
How accurate is this software development cost calculator?
The calculator applies a fixed formula to StepTo's published monthly rates and shows the result as a range from 10% below to 10% above it; that band is a display convention, not a measured error rate. Treat the number as a planning figure: scope, seniority mix and integrations found during discovery move real costs by more than that, which is why StepTo follows up with an itemised proposal when you describe the project in the final step.
How do you estimate software development cost?
Multiply the monthly rate per developer by the team size and the number of months, then adjust for the type of project and any disciplines beyond core development; that is exactly what this calculator does with StepTo's published rates of $4,500-$12,000 per developer per month. Add third-party costs such as cloud hosting and licences, which the estimate excludes, and a 15-25% buffer for hidden costs, StepTo's rule of thumb from its own engagements. A firm number needs a discovery call and an itemised quote.
What rates does this calculator use?
The calculator uses four fixed, all-inclusive monthly rates per developer, set by the complexity you choose: $4,500 for simple projects (junior/mid mix), $6,500 for medium complexity (mid/senior), $9,000 for complex systems (senior) and $12,000 for enterprise-scale work (senior/lead). These rates cover the engineer's salary and benefits, HR and StepTo's management overhead; equipment is provided by StepTo or the client, agreed per engagement. An itemised StepTo quote prices each role separately, so individual roles can sit above or below these four points, within StepTo's full card of $25–85 an hour by seniority.
How much does it cost to hire a software development team in Serbia?
Hiring a dedicated software development team in Serbia through StepTo costs from $4,500 per developer per month for staff augmentation, or from $13,500 a month for a dedicated team of 3 engineers, with each role billed at $25–85 an hour by seniority.
What is the cost of custom software development in 2026?
Custom software development costs vary significantly based on complexity, team size, and location. StepTo's projects start from $9,000. Above that, the calculator turns team size, timeline and project type into a planning range on StepTo's published rates: for example, $273,780–$334,620 for a SaaS product built by 3–5 developers over 6–12 months with QA and DevOps, or $115,830–$141,570 for a mobile app built by 3–5 developers over 3–6 months. The typical-project cards on this page show the inputs behind each figure.
How does outsourcing to Serbia save money?
The saving starts with labour costs: Eurostat puts the 2025 cost of an hour of an employee's time in the information and communication sector at €28.2 in Serbia against €58.5 in Germany, about 52% less, and StepTo prices its engineers 36–51% below Western European and US in-house costs. Serbia is an EU candidate country with GDPR-aligned data protection law, and Belgrade runs on CET, the same working day as Germany, Austria and Switzerland, with 3–4 hours of overlap with the US East Coast. StepTo handles all HR, payroll, and compliance locally.
What does the cost estimate include?
The estimate covers developer salaries, benefits, management and HR overhead, and StepTo's account management. Equipment is provided by StepTo or the client, agreed per engagement, so confirm it in your quote. It does not include third-party software licences, cloud infrastructure costs (AWS/GCP/Azure), or domain/hosting fees. These are additive and highly variable.
Can I get a more detailed proposal after using the calculator?
Yes. At the end of the wizard, you can describe your project in detail and submit your contact information. A StepTo solutions engineer will review your requirements and send a detailed proposal including a team composition recommendation, project timeline, and a refined cost breakdown within 1 business day.
Do you work with startups or only enterprises?
StepTo works with both. Startups typically engage us for MVP development (1–3 month sprints, 1–3 developers) and scale their team as they grow. Enterprises use us for dedicated teams, staff augmentation, and digital transformation projects. The calculator covers both use cases, select 'MVP / Prototype' for startup projects.
What is the cheapest way to build custom software in 2026?
For European buyers, the most cost-effective approach is usually a nearshore team in a lower-cost country in their own time zone, such as Serbia; for US buyers, the same Belgrade team is an offshore option with 3–4 hours of US East Coast overlap. StepTo prices its Serbian teams 36–51% below Western European and US in-house costs, with EU-compatible legal frameworks. Full offshore is cheaper per hour, since Accelerance's survey of outsourcing firms puts senior developers in Asia at $31–41 an hour, but in StepTo's experience the time-zone gap costs 10–20% of productive time, so the saving on paper shrinks in practice.
How much does an MVP cost in 2026?
StepTo's MVPs and fixed-scope projects start from $9,000. Above that floor the price follows team size, months and complexity: for a simple MVP built by 1–2 developers over 1–3 months, the calculator returns $9,720–$11,880 (simple rate of $4,500 per developer-month, 0.8× MVP factor). A larger team or a longer timeline scales the figure in line, as the formula on this page shows.
How do I calculate the cost of a software development team?
The standard formula is: Cost = (number of developers) × (monthly rate per developer) × (project duration in months) × (project type multiplier). For a 4-developer team in Serbia at $6,500/month per developer over 9 months: 4 × $6,500 × 9 = $234,000 base cost. Add 15% per specialist service (DevOps, QA, UI/UX, PM) on top. StepTo's calculator automates this formula with real rate data.
Is it cheaper to hire a dedicated team or use freelancers?
For projects longer than 3 months or requiring 3+ developers, a dedicated team is typically more cost-effective. Freelancers have higher effective rates (no overhead included, unpredictable availability), coordination costs, and turnover risk. A dedicated team through StepTo includes HR management and continuity guarantees, with equipment provided by StepTo or the client per engagement, and the all-in monthly rate is often lower than the equivalent hourly freelancer cost when managed overhead is accounted for.
