Nearshore Software Development in Albania: What Buyers Should Know, and How Serbia Compares
A sourced buyer's guide to nearshoring software development to Albania, with a side-by-side comparison against Belgrade, Serbia.

Is Albania a Good Place to Nearshore Software Development?
Albania works on the basics: it is on Central European Time, one hour ahead of London, it taxes company profits at a standard 15%, and it is further along the EU accession path than Serbia. The trade-off is scale. Albania's 2025 ICT service exports were US$294.6 million, against US$5,146.7 million for Serbia, so a buyer needs to check depth of talent, not just location.
StepTo is a team of 15-20 engineers in Belgrade, Serbia, not in Albania, so this page is a comparison and not a sales pitch for a country we do not work in. It is for buyers weighing South-East European options. Every figure comes from a named public source, was read on 4 November 2026, and is information rather than legal or tax advice. For the wider picture see the nearshore countries ranking, the nearshore development overview, and the guide to nearshore vs offshore.
What Time Zone Is Albania In?
Albania is on Central European Time with the European Union daylight-saving rule, the same as Serbia. That puts Tirana and Belgrade one hour ahead of London all year and usually six hours ahead of New York.
The IANA time zone database lists both Europe/Tirane and Europe/Belgrade with the same rule, one hour ahead of UTC with EU daylight saving. The gap to New York narrows from six hours to five for a few weeks each year, because the US changes its clocks on the second Sunday of March and the first Sunday of November, while Europe changes on the last Sundays of March and October. On time zone alone there is nothing to separate the two countries.
How Do Albania and Serbia Compare on EU Path, Tax and Law?
Albania is ahead on EU accession and WTO membership, the standard corporate tax rate is the same 15% in both countries, and neither has an EU or UK data adequacy decision.
EU path. The European Commission says Albania was granted candidate status in June 2014, and its 2026 report says Albania has opened the final remaining negotiating cluster and provisionally closed four chapters, with a goal of closing all chapters by the end of 2027. For Serbia, the Commission records candidate status in March 2012, and its 2026 report counts 22 of 35 chapters opened and two provisionally closed, with cluster 3 technically ready but not opened. Accession is not a purchase criterion for most software work, but it signals how closely each country is aligning its rules with the EU.
Tax. PwC's Albania tax summary and its Serbia summary both give a standard corporate income tax rate of 15%. The Albania summary also lists a 5% rate for software companies registered by 31 December 2023, but only for periods until 31 December 2025, and does not say it was extended, so do not assume Albania offers a software tax advantage.
Data protection. Albania replaced its 2008 data protection law with Law 124/2024, which the Commission's 2026 report describes as aligned with the EU acquis. The same report says Serbia's framework still needs further alignment. Neither country is on the European Commission's adequacy list or the ICO's UK adequacy list (the ICO page blocked automated access, so we read an archived copy dated 4 May 2026; check the live list). Both are parties to Council of Europe Convention 108. In practice, personal data sent to either country needs a transfer mechanism such as standard contractual clauses, and that is a question for your own data protection adviser.
Trade and IP. Albania has been a WTO member since 8 September 2000. Serbia is not a member: the WTO shows its accession working party was established on 15 February 2005. For copyright, WIPO lists both as parties to the Berne Convention. Who owns the code is still decided by your contract, so put the intellectual property terms in writing.
How Deep Is the Albanian IT Talent Pool Compared With Serbia?
Serbia's software and IT services sector is much larger. World Bank data puts Serbia's 2025 ICT service exports at US$5,146.7 million, about 17 times Albania's US$294.6 million, and Serbia ranks 25th against Albania's 42nd for English proficiency in the EF index.
The World Bank's balance-of-payments series for ICT service exports gives US$294.6 million for Albania (3.1% of its service exports) and US$5,146.7 million for Serbia (29.9%) in 2025. The ratio of about 17 is our own division of the two figures. Exports measure what a country sells abroad, not how many engineers it has, and Serbia's population (6.5 million) is about 2.8 times Albania's (2.3 million), so population explains only part of the gap.
For headcount, Eurostat reports 120.6 thousand ICT specialists employed in Serbia in 2025, 4.2% of employment. Eurostat does not publish a comparable figure for Albania, and we found no official Albanian headcount to quote, so we do not estimate one. On English, the EF English Proficiency Index 2025 ranks Serbia 25th of 123 countries with a score of 578 and Albania 42nd with 532. A national score says little about an individual engineer, so test English in the interview either way.
Albania vs Serbia for Nearshore Software Development: Side by Side
The two countries match on time zone and corporate tax rate. Albania leads on EU accession progress and WTO membership. Serbia leads on size of the ICT sector and English proficiency. Figures as at 4 November 2026.

When Albania may fit better
You want a jurisdiction that is further along EU accession and already a WTO member, and your project needs a small team rather than a deep bench. Verify the vendor's named engineers and references directly.
When Serbia may fit better
You need to hire several engineers across different stacks, want a larger local ICT sector to draw on, or want the English-language edge shown by the EF index.
What Does a Belgrade Team From StepTo Look Like?
If Serbia fits, StepTo works through staff augmentation, dedicated teams or project work, all starting 2-4 weeks after the first call. StepTo prices in US dollars, and its engagements save 36-51% against Western Europe and the US.

What Do Buyers Ask About Nearshore Software Development in Albania?
Is Albania a good country for nearshore software development?
It can be, depending on what you need. Albania is on Central European Time, has a 15% standard corporate income tax rate, is a WTO member, and the European Commission reports that all six EU negotiating clusters are open. The gaps are scale and proof of depth: World Bank data (checked 4 November 2026) puts Albania's 2025 ICT service exports at US$294.6 million, against US$5,146.7 million for Serbia. Ask any Albanian vendor for named engineers, references and a trial on real work before committing.
What time zone is Albania in, and how does it compare with Serbia?
Albania (Europe/Tirane) and Serbia (Europe/Belgrade) are both on Central European Time with the European Union daylight-saving rule, according to the IANA time zone database. Both are one hour ahead of London all year and usually six hours ahead of New York, narrowing to five hours for a few weeks in March and in late October to early November when US and European clocks change on different dates.
Is Albania in the EU?
No. Albania was granted EU candidate status in June 2014 and, per the European Commission's 2026 report, has opened all six negotiating clusters and set a goal of closing all chapters by the end of 2027. Serbia was granted candidate status in March 2012 and has opened 22 of 35 chapters. Neither is a member as at 4 November 2026, so neither is inside the EU single market.
Do Albania or Serbia have EU or UK data protection adequacy?
Not as at 4 November 2026. Neither country appears on the European Commission's list of adequacy decisions, and neither appears on the ICO's list of UK adequacy regulations (read from an archived copy of the ICO page dated 4 May 2026, because the live page blocked automated access, so check the live list). Both are parties to Council of Europe Convention 108. For personal data sent to either country, the usual route is appropriate safeguards such as standard contractual clauses. This is information, not legal advice, so take advice from your own data protection adviser.
Is a team in Albania cheaper than a team in Serbia?
StepTo has no verified Albanian rate data and does not publish one, so it cannot tell you. The standard corporate income tax rate is the same 15% in both countries, according to PwC. Compare written quotes for the same role and seniority, including who employs the engineers and what the notice and replacement terms are. StepTo publishes its own Serbian prices: staff augmentation from $4,500 per developer per month, a dedicated team of three from $13,500 per month, and project work from $9,000.
Does StepTo have engineers in Albania?
No. StepTo is a team of 15-20 engineers in Belgrade, Serbia, founded in 2020. This page exists because buyers searching for nearshore Albania are often comparing South-East European countries, and the comparison is easier with sourced facts for both.
How quickly can a StepTo team start?
StepTo engineers join your team 2-4 weeks after the first call. The first two weeks are a paid trial on real work, before you commit to the full term, and if an engineer is not the right fit within the first 30 days StepTo replaces them at no extra cost.
